UNION PUBLIC SERVICE COMMISSION.
The Union Public Service Commission, commonly abbreviated as UPSC, is a group of Central Government Civil Services, Central Government Defense Services, Central Government Engineering Services, Central Government Health Sciences Services, Government of India. A' is India's leading centralized recruitment agency. For officers. Government Natural Resource Services, Central Government Architectural Services, Central Government Functional Services, and Central Government Legal Services. It is responsible for appointing and examining Group A posts in central government in various professions. In contrast, the Department of Personnel and Training is the major recruitment agency in India.
The agency's charter is provided for in Part XIV of the Indian Constitution entitled "Services under the Union and the States". The Constitution mandated the Commission for the appointment of Union Services and All India Services. Matters related to selection, transfer, promotion and disciplinary issues are also subject to government consultation. The Commission reports directly to the President and can advise the government through him. As a constitutional authority, the UPSC is one of the few institutions that enjoy both autonomy and independence, in addition to cooperating with the country's highest judiciary and, more recently, with the electoral Commission.
The Commission is based at Dholpur House in New Delhi and operates through its secretariat. Pradeep Kumar Joshi has been President of the UPSC since August 2020.
Established on 1 October 1926 as the Public Service Commission, it was later restored as the Union Public Service Commission by the Government of India Act 1935; It was only renamed the current Union Public Service Commission after independence.
According to Art. 316, the President and other members of the Union Civil Service Commission are appointed by the President. If the post of President becomes vacant, his duties shall be filled by one of the other members of the Commission appointed for that purpose by the President.
In addition, approximately half of the members of the Commission must be persons who have held office under the government of India or a state government for at least ten years at the time of their respective appointment. A member of the Union Civil Service Commission shall hold office for six years from the date he takes up the office or until he reaches the age of sixty-five, whichever comes first. According to Section 318, the President is empowered to determine the number of members of the Commission and their terms of service. In addition, it can also make provisions on the number of Commission staff and their conditions of service. Likewise, after their appointment, the conditions of service may not be changed to their disadvantage.
According to Article 319, the person who holds the office of President cannot be re-elected to that office after the term of office has expired. Provided that a member other than the Chair of the Union Public Service Commission is entitled to be appointed Chair of the Union Public Service Commission or Chair of the State Public Service Commission but not for any other employment with the Government of India. or under the government of any state. In addition, the President of the State Civil Service Commission may be appointed President or another member of the Union Civil Service Commission.
